Applicants for temporary protection and persons granted temporary protection are entitled to emergency medical treatment. An applicant for temporary protection exercises this right by presenting a certificate of application for the recognition of temporary protection status or a copy of the registration document, while a person granted temporary protection exercises this right by presenting the issued identity card.

What does emergency medical treatment include?

Applicants for temporary protection are entitled to emergency medical treatment, which includes:

  1. emergency medical assistance and emergency ambulance transport, as well as the right to emergency dental care;
  2. emergency treatment and urgent health services, as determined by the attending physician, including:
  • immediate treatment following the provision of emergency medical assistance, if necessary;
  • treatment of severe bleeding and wound care;
  • prevention of sudden and fatal deterioration in health that could result in permanent damage to individual organs or their functions;
  • services related to chronic diseases and conditions where failure to provide treatment would directly and within a short time result in disability, other permanent health damage or death;
  • treatment of sprains and fractures and injuries requiring specialist treatment;
  • treatment or prevention of poisoning;
  • services aimed at preventing the spread of infections that could lead to septic conditions;
  • treatment of diseases for which mandatory treatment is prescribed by law, or services defined by law as mandatory;
  • treatment of injuries to the teeth and oral cavity and inflammatory conditions in the oral cavity provided such conditions may endanger life or failure to treat them could significantly worsen the outcome of treatment;
  • treatment of severe persistent pain in the oral cavity that does not respond to analgesics;

3. medicinal products prescribed on a positive list prescription, and medical devices as determined by the rules governing compulsory health insurance, which are necessary for the treatment of the conditions referred to in the preceding point, as well as emergency transport by ambulance or other vehicles in the cases referred to in the preceding point;

4. vaccination required under the vaccination programme, and medicinal prophylaxis provided for under the programme that determines mandatory and recommended vaccinations for different population groups;

5. health care for women, including:

  • contraceptive means;
  • termination of pregnancy;
  • health care during pregnancy and childbirth;

6. mandatory medical examinations prior to enrolment in education and during education in primary or secondary school, under the same conditions as those applicable to citizens of the Republic of Slovenia.

Minors granted temporary protection are entitled to health care to the same extent as children who are covered by compulsory health insurance by virtue of being family members. Applicants who continue their education after the age of 18 are entitled to the same scope of health care, namely until the completion of their studies, but no later than until they reach the age of 26. 

Applicants for temporary protection who are accommodated in accommodation centres or other accommodation facilities and cannot arrange transport to a health care institution themselves, and for whom transport cannot be arranged by the persons responsible for them, will be provided with transport by the Office, for example by organised transport or by a public transport ticket.

What can I do if the service I need is not covered under emergency medical treatment?

As an applicant or a person granted temporary protection, you may apply for an extended scope of health services by completing an application form and attaching a copy of your medical documentation and any other supporting documents that may influence the decision or provide further clarification of your health condition. 

It is recommended that you submit the application electronically (scanned) together with the attachments by email to the Ministry of Health at gp.mz@gov.si, with the subject line: “Zahtevek državljanov Ukrajine za dodatne zdravstvene storitve” (Request by Citizens of Ukraine for Additional Health Services).

The application will be examined and decided on by a Health Commission appointed by the minister responsible for health, which will notify you of its decision. If the Health Commission issues a positive decision, beneficiaries must present it when visiting a doctor, a health care provider, a pharmacy or another appropriate institution. As a rule, the service must be provided to beneficiaries within the public health care provider network; exceptionally, it may be provided outside it if justified reasons exist.

Can I obtain health insurance?

Persons granted temporary protection will be covered by health insurance through employment or self-employment. You may also obtain health insurance as a family member of a person who already has health insurance coverage.
