What is a temporary residence permit for students for the purpose of seeking employment or self-employment and who is it intended for?

A temporary residence permit for students for the purpose of seeking employment or self-employment is a permit issued to third-country nationals (i.e. persons who are not citizens of EU Member States or of the European Economic Area (EEA)). The permit allows residence to foreign nationals who have completed their studies in Slovenia within the last two years at a tertiary education institution and have obtained at least a tertiary education qualification, and who wish to remain in Slovenia after completing their education for the purpose of seeking employment or self-employment (i.e. establishing a sole trader business).

How long will my temporary residence permit for the purpose of seeking employment or self-employment be valid?

The permit will be issued for a maximum of 9 months and cannot be extended. After the expiry of the permit, you must leave the Republic of Slovenia or obtain another appropriate residence permit before its expiry (e.g. a single permit for employment or self-employment).

What conditions must I meet to obtain a permit?

To be issued with a temporary residence permit for the purpose of seeking employment or self-employment, you must meet the general conditions for temporary residence that apply to all foreign nationals, as well as the specific conditions related to the completion of studies in the Republic of Slovenia.

General conditions under Article 33 of the Foreigners Act (ZTuj-2):

  • • a valid passport;
  • • appropriate health insurance;
  • • sufficient means of subsistence during your stay in the Republic of Slovenia;
  • • absence of grounds for refusal to issue the permit (e.g. security reasons).

Specific conditions for residence for the purpose of seeking employment or self-employment (Article 44.b of the Foreigners Act (ZTuj-2)):

  • • proof of successful completion of studies at a tertiary education institution in the Republic of Slovenia within the last two years and acquisition of at least a tertiary education qualification.

The procedure for submitting the application and documentation usually consists of the following steps:

  1. Submission of a filled-in form Application for the issuance of a temporary residence permit for the purpose of seeking employment or self-employment, together with all required documentation, at any Administrative Unit in the Republic of Slovenia.
  2. Upon receipt of the application, the Administrative Unit issues a Certificate of submission of the application, which is valid as a temporary residence permit until a final decision on the application is made.
  3. The Administrative Unit examines the application and decides on the issuance of the permit.
  4. Personal collection of the temporary residence permit in the form of a card, indicating “jobseeker” as the type of permit.

The procedure is not free of charge. You must pay an administrative fee and the costs associated with issuing the residence permit card.
