A temporary residence permit for the purpose of study allows third-country nationals (i.e. persons who are not citizens of EU Member States or of the European Economic Area (EEA)) to reside in the Republic of Slovenia for more than 90 days for the purpose of education and schooling in publicly recognised educational or study programmes that lead to a publicly recognised qualification.

What is a temporary residence permit on the basis of study and who is it intended for?

A temporary residence permit on the basis of study is issued under the Foreigners Act and allows third-country nationals (i.e. persons who are not citizens of EU Member States or of the European Economic Area (EEA)) to reside temporarily in the Republic of Slovenia. 

It is intended for foreign nationals who are studying in Slovenia, participating in exchange programmes with providers of publicly recognised education programmes or accredited higher education institutions, or undergoing training with authorised organisations.

How long will my temporary residence permit on the basis of study be valid?

The permit is issued for the duration of the study or educational programme, but for no longer than one year. It may be extended if you continue to meet all the conditions.

What conditions must I meet to obtain a permit?

To be issued with a temporary residence permit on the basis of study, you must meet the general conditions for temporary residence that apply to all foreign nationals, as well as the specific conditions related to study or education.

General conditions under Article 33 of the Foreigners Act (ZTuj-2):

  • a valid passport;
  • appropriate health insurance;
  • sufficient means of subsistence during your stay in the Republic of Slovenia;
  • absence of grounds for refusal to issue the permit (e.g. security reasons).

Specific conditions for residence on the basis of study (Foreigners Act – ZTuj-2):

  • proof of enrolment or admission to an educational programme in the Republic of Slovenia, evidenced by a certificate of enrolment.

Mandatory documentation

The following must be enclosed with the application for the issuance of a temporary residence permit on the basis of study:

  • a filled-in form Application for the issuance or extension of a temporary residence permit for the purpose of study;
  • an appropriate personal photograph (What is an appropriate photograph?);
  • a valid passport (What is a valid passport?);
  • proof of appropriate health insurance covering at least emergency healthcare services in the Republic of Slovenia (What is appropriate health insurance?);
  • a certificate of enrolment in an educational programme in the Republic of Slovenia;
  • any other evidence (supporting documents) required by the Administrative Unit depending on the specific case.

The procedure for submitting the application and documentation generally consists of the following steps:

  1. Submission of the application together with all required documentation – if you are lawfully residing in Slovenia, at any Administrative Unit; otherwise, at a diplomatic or consular mission of the Republic of Slovenia abroad (a fee must be paid).
  2. Collection of biometric data (fingerprints and photograph).
  3. Examination of the application by the Administrative Unit.
  4. Decision on the issuance of the permit.
  5. Personal collection of the permit in the form of a card.
  6. The student must register temporary residence in Slovenia after collection of the card.
