Researchers, higher vocational college lecturers, higher education teachers and higher education associates from third countries may be employed in Slovenia on the basis of a residence permit issued for the purpose of carrying out their work in tertiary education.

What is a temporary residence permit for work in the field of research and tertiary education and who is it intended for?

A temporary residence permit for carrying out research or teaching work in the field of tertiary education is a residence permit that allows residence and the performance of research work in research organisations and tertiary education institutions in the Republic of Slovenia.

It is intended for researchers, lecturers and associates who carry out research work in research organisations and teaching work in tertiary education institutions in the Republic of Slovenia.

The issuance of this permit is treated as a priority at Administrative Units.

The permit is intended for researchers as well as teaching staff and associates in tertiary education institutions who come from third countries or already hold a residence permit for this type of work issued in another EU Member State. 

Researchers who have concluded a hosting agreement in another EU Member State and hold a valid residence permit for research or teaching work may reside and carry out research work in Slovenia for up to 90 days or until the expiry of the permit, if it expires earlier.

How long will my temporary residence permit for work in the field of research and tertiary education be valid?

The permit will be issued for a period of two years or for the duration of work under the hosting agreement (or for the duration of the validity of the researcher’s permit issued in another EU Member State), if this is shorter. The permit may be extended until the completion of the work under the hosting agreement, with a validity of up to two years.

What conditions must I meet to obtain a temporary residence permit for work in the field of research and tertiary education?

To obtain a temporary residence permit for work in the field of research and tertiary education, you must meet the general conditions for temporary residence that apply to all foreign nationals, as well as the conditions for employment or work laid down in the regulations governing the employment of foreign nationals. General conditions under Article 33 of the Foreigners Act:

  • a valid passport;
  • appropriate health insurance;
  • sufficient means of subsistence;
  • a certificate from the criminal record of the country of origin.

Specific conditions depending on the type of permit – temporary residence permit for work in the field of research and tertiary education:

  • a hosting agreement concluded with a research organisation or a tertiary education institution in the Republic of Slovenia.

Mandatory documentation: 

  • a filled in form entitled Application for the issuance of a temporary residence permit for work in the field of research and tertiary education,
  • an appropriate personal photograph (What is an appropriate photograph?);
  • a valid passport (What is a valid passport?);
  • proof of appropriate health insurance covering at least emergency healthcare services in the Republic of Slovenia (What is appropriate health insurance?);
  • proof of sufficient means of subsistence (What constitutes sufficient means?); 
  • a certificate from the criminal record of your country of origin or the so-called certificate of no criminal record/police clearance certificate (Where can I obtain a criminal record certificate?);
  • a hosting agreement concluded with a research organisation or a tertiary education institution in the Republic of Slovenia.

The procedure for submitting the application and documentation generally consists of the following steps:

1. Submission of the application with all required documentation. If you are lawfully residing in the Republic of Slovenia, you may submit the application at any Administrative Unit; otherwise, you can do so at the nearest diplomatic or consular mission of the Republic of Slovenia.

2. Fingerprint capture process (either at the time of submission of the application or later in the procedure).

3. The Administrative Unit examines the application.

4. For an application submitted at an Administrative Unit, the Administrative Unit issues a certificate allowing you to reside in the Republic of Slovenia until a final decision on the application is made.

5. Decision of the Administrative Unit on the issuance of the permit.

6. Personal collection of the residence permit in the form of a card.

7. Registration of temporary residence – once you have the single permit card and are in Slovenia, you must register the exact address, at which you will reside, at the Administrative Unit (How is temporary residence registered?).

You may submit the application for this permit yourself, or it may be submitted on your behalf by a research organisation or a tertiary education institution.

You will receive a certificate of submission of the application if you or your employer submitted the application within the territory of Slovenia and you are lawfully residing in Slovenia at that time.

– If the application is submitted at an Administrative Unit in Slovenia, the Administrative Unit will issue a certificate that is valid as a temporary residence permit, on the basis of which you may reside in Slovenia until a decision on the application is made. 

– If you submit the Application at a diplomatic mission or consular post of the Republic of Slovenia, you will not receive a certificate that is valid as a temporary residence permit.
